I had that question, and if you look at the side photos it seems not. In fact it lays on the same lip that the organizers do. That's how they kept the cost low. The smaller ones are a full box since there's no lip farther down for a lid like that.

Also unclear how it is installed and secured in place. If anything like similar and nearly identical one by Console Vault, you have to put screw holes into the sides of the cubby from the inside.
