I think this is about what I experienced with my R1. Power stations also have phantom drain themselves just by having the inverter on so between that and DC>AC>DC conversion it might have only been 350Wh that went into the R1 or such.

I'd suspect it would - can't think of any reason it won't. Also ICE cars have almost no vampire drain so even a 1amp tender should work.
