Disagree all you want, but it isn't going to happen the way you describe, and determining the health of the 12v battery is not a trivial task to get right. None of the 12v battery monitors on the market are accurate enough at battery health assessment to be used in this manner.
Not really feasible. The reason for the seperate 12v is to allow the HV battery to be disconnected when not in use. In the scenario you described, the HV battery would always be connected, which is not the desired state for safety when the car is not in use. There's a reason litteraly nobody...
