The economic impact to the consumer was definitely there, it was just hidden. All engines designs had to be re-engineered by the manufacturers to harden the exhaust valves and seats to compensate for the lack of lead in the exhaust. Who paid for that? The consumer, in terms of higher vehicle cost.
I'm a middle of the road person in this issue and see both sides. Mandating BEVs the way California did was stupid, and has now probably caused more long term damage than good to EV adoption. Other states adopting California's program was simply asinine.

That's almost certainly the issue. Here's the view that the camera would have had. The tracks are at the crest of a hill, there's a really good probability that it saw the tracks as the road because it can't see the road over the crest of the hill.
