That is the most likely use, and here most vehicles do just fine: you should see a little snowflake show up warning you about icy conditions, and, it is intentionally premature: this give plenty of margin for things like variation in pavement, altitude (as you drive up the mountain), etc...
It should go on your windshield. Not sure what you are asking: that's where it is meant to go. You could try right on the dash, but that's uglier.
If you place it on the windshield with any sticky tape, it just melts right off in the sun.

Are you sure electrical? That's quite a specific smell -- my frunk also has a burning odor (on occasion), which I am hoping is the heater/AC burning off the residue on the elements. The hope is that fades in time. No errors/odd behavior otherwise.
