Yes, those are the lower control arms. I think the Hummer is in its lowest ride height in that picture, since the control arms are parallel to the ground, whereas the R1T is in its normal ride height.
It is not about the looks, it is about the tires and their sidewall height. Steel wheels are smaller in diameter, so you can get a tire with much bigger sidewalls, which is desirable when offroading.

Good question. The 4 motors and electronically controlled suspension, the chassis design are tremendous, opens up whole new capabilities. However, I also think the R1 platform is too fragile for the specific environment depicted in that video.
