The EVolve NY chargers’ pricing must be set by NYS and administered by EA. There’s only one price for those chargers regardless of whether you’re a Pass or Pass+ member. They also add sales tax to your charge so $0.40/kwh is really like $0.43/kwh.

I just started having an issue with my mobile charger after the latest .34 update this week. Have verified that another truck with the previous .30 update will charge with my charger at my house. Interestingly I didn't have any issues with the .30 update that it seems like this thread started with.
