I had a similar issue and realized I was only trying it while plugged in. I unplugged the vehicle from my wall charger and it setup right away. Definitely could have been a coincidence, but if you're trying while plugged in try unplugging it before setting up and see if that fixes it?

I don’t mind shipping if you want to pay for packaging and shipping. From one of those links it looks like packaging may be as simple as cutting some cardboard and using a role of plastic wrap. But I agree, definitely not cheap.
