It's a major function button that does nothing outside of cruise control. It also switches the driver's display after clicking it, so it's not a stretch to have it switch the center display when not depressed.
The right thumb control up/down is largely unused during driving (cruise control only).
Having this cycle through the apps we set in the app launcher (plus hvac) would effectively remove one touch and one glance from every screen interaction when switching tasks.
