As a fellow Californian, I find this really dumb. As is, Rivian does not qualify since it costs and weighs more than the current limit. Also the income limit is much lower than the Federal credit limits - in one of the highest cost of living state. The news may talk about Tesla being excluded, so will Lucid, Rivian and other high end EVs, unless the legislators changes that law too.
I find it to be a good thing because people buying $60K+ EVs should not qualify for taxpayers subsidies. I know it's a windfall for most of us that have taken an advantage of the tax credit. The $300K McLaren Artua, which is PHEV with 11 EV miles qualifies for the $7.5k credit, if leased...
The last election witnessed seismic shift from the CA voters. Just look at SF's new Mayor or the LADA. The next two years will either push the voters further to the right and get the state deficit and taxation under control or revert back to the progressive ways. We'll find out.
With Newsom's terming out, there will be a new governor and see what will happen. Regardless of what Newsom may do with the current super majority, it could change if the voters select different candidates.
