The video is labeled as a "Hatzolah Rivian." I was curious about what kind of Rivian is "Hatzolah," @jb0063.Looks like a law enforcement impersonator to me.
Turns out "Hatzolah" (one variant is "Hatzalah" -- Hebrew allows variations in vowels) is a Jewish relief and emergency aid organization that has legal status (including the authority to use emergency lights) in many communities including New York City: https://en.wikipedia.org/wiki/Hatzalah
Apparently the posted video shows a volunteer who has the good taste to drive a Rivian, and the resources to adapt it for emergency use in their jurisdiction.
