Could be for their fleet that goes around the country to map roads too. It doesn't necessarily have to be for the cars they are producing for the masses.
It could be - but I'm sticking to my conviction that Rivian will move to LIDAR in the near future (which I've held since the end of last year) - Vidya Rajagopalan has made statements a few times referring the cost as being the reason that LIDAR is not incorporated "at this time". I would not be shocked (though I would be a little surprised) to see it as part of the R2 platform - but I'm pretty sure it will be part of the next *major* R1 refresh.

Unless someone invents something better LIDAR will definitely get added to every car on the road. Only one manufacturer (and really only one person) says vision alone is good enough
To be fair, Rivian didn't remove it for cost reasons but removed it because "we determined LiDAR was no longer necessary to deliver our targeted capabilities".

How expensive is the LIDAR unit? R2 is specifically supposed to be the "budget offering", if the LIDAR adds significant cost, I wouldn't expect it in the base level R2. Other auto manufacturers offer higher cost "tech package" options, maybe that's something they could offer for the R2 line? I'd be happy with that..
8-ish years ago, automotive application lidar was $800 per sensor with Tesla testing two coffee can size units, one of each side mirror.

Not sure what Mercedes is buying, but Honda/Sony's upcoming Afeela car is doing two tuna can size units at a rumoured sub $200 a piece.
