In the instructions I suggest going top in first and then bottom, but if that doesn’t work, try your best to have it go straight in. If you post photos or DM me, I can help further. Glad the extra clips helped! I also needed to use a few 😅

Yes it should be reasonably flush, there is a bit of overhang evenly all the way around but it sits in the hole all the way so that the wheel touches the mount for the full circle. What wheel do you have? If you have the OEM wheels, you shouldn’t need the spacer.
