Although physically close to the Detroit SC, it crosses an international border to do so. Rivian just wants to ensure that you can be serviced properly before delivering you a vehicle. That doesn't seem so hard to understand.

I see them all the time here (Vancouver, BC), but this is where headquarters is. Been on the roads here for years now. My friend is an engineer there. I've never personally driven one though.

I got an insurance quote in November from an ICBC broker (Murrick insurance New West). He had no issues finding Rivian in the system. I wonder why your broker couldn't find it.
maybe they have been asked so many times by Quebec residents about when deliveries will start, they are just avoiding the phonecalls/messages?
it's like when there is a service outage, and a company updated their IVR system so people stop calling.
