Yea not Code for a dedicated outlet but people do it if the wire is rated to future proof a hardwire evse upgrade. Generally not an issue since a ul plug equipped device won't over draw the circuit. The outlet won't survive miss wired. Smart chargers like Autel can often detect errors like this...

It's good to have trade specific tools as they make things so much safer. I recently had to change a main breaker while hot and wouldn't do that without the right tools.

The Max Pack is rated at 410 miles with efficiency tires. Sport wheels/tires are rated for 380. I get about 350 miles with those but probably wouldn't if I drove 80mph for the whole pack.
