You may need to remove the gaggle of TP20 screws holding the inner fender liner in place. There are a few threads about replacing the passenger side horn. The plastic is pretty thick so removing more screws allows you to bend it easier.

A fabricator in Texas made one for the front plate out of aluminum but I have not seen anything for the rear.
