This is indeed rather silly. Living in New England I always have had a second set of wheels + winter tires. For my RAM truck it was easy to buy set of OEM wheels on ebay and add winter tires (Michelin Blizzak) and i always went one size smaller for this, e.g. 20" wheels for winter tires vs 22"...
