    $400,000,000.00 is not really a "big" number for the U.S. Department of State for Armored Vehicles.     The current service paradigm is not effective and only hurts Rivian's brand and share price. Kudos for thinking outside the box. Unfortunately, just because one has a great idea does not mean it will evolve into an effective program. I really hope we realize options like the one you have outlined.
