You are pretty much spot on. If the tire comes with a written mileage warranty from the manufacturer, the tires will be prorated based on mileage received. As long as the tires are worn evenly (no alignment issues and the like) you will be eligible for an adjustment.

If in fact the tires have heal and toe wear(Cupping) a cross rotation will help to promote even tread wear and should reduce the tire noise. :like:
