Actually that is not the case any longer. Basically all 4G LTE networks support VoLTE. As long as VoLTE is not disabled on your handset you are fine to make calls and surf. I do it all the time.

A Bluetooth Low Energy(BLE) module with a rechargeable battery in it could solve the problem very easily. Could run for years with no 12 volt needed. Some vulnerability during initial pairing but once that is done it’s very secure.
