    Count your lucky stars that you have rates so low. In SDGE territory the lowest super-off-peak rate(that comes with a $16 fixed monthly surchage) is 12cents and only from midnight-6am. All other hours of the day are 40c+, and summer peak hours of 4pm-9pm are 80c+.
