I think it’s both. The new dispensers have card readers and there’s been talk elsewhere of the app being set up for non-Rivian owner use.

I have this happening, but only with the apps tinted. Looks normal without the tint, though. App and phone resets don’t seem to fix it.

Looks like they’re getting close to paving it since those cones and mounds of dirt weren’t there when I went by a couple weeks ago. Edit: also those light posts are new. That’s exciting!

Yep, transformers were there. The dispensers were wrapped and I didn’t think to check for cables but they were installed and signage as well. Looks like it was just missing the paving and maybe a light post.

Passed by Lee Vining a few days ago and it was in the same state. Looked like they were just waiting on some asphalt work. The cashier at the Mobil didn’t know anything, but the breakfast sammich was good.
