I agree that dependency/reference changes are not always discussed with the PM depending on how technical they are (when I am in this role I look at every check in for a given item but that isn't common). These dependency changes would only be done as part of a work item where code was touched...
I think any good PM should know every item that was in the sprint - and could always confirm each work item with the dev leads before writing release notes. Basic software product management.
