It's for any J3400-compatible "NACS" DC charging station. Tesla Supercharger, RAN, EVgo, Mercedes, Ionna, etc. Although watch out for EVgo, some don't have a proper J3400-compatible "NACS" plug, they have a CHAdeMO-chained "old Tesla-only" plug.

But that would require actual evidence supporting his claim. He doesn't actually need that to rant online.
