I've got a 2022 R1T with over 30K miles on it and I've never used the FOB. The only thing I've done with it is take it to the car for the occasional software update that they want to push to the FOB.
The phone has been super reliable, and for the handful of times where it was not practical...
I had a similar issue after I got my tires replaced and an alignment done. I think I got a warning that the system needed to calibrate itself first. It was about a 20 mile ride for me to get home from the service center and it was working by the time I got home.

Mine does the same thing. It's the air compressor running to keep the pressure up in the suspension. If you remember your high school physics then you'll remember that:

Have you ever charged successfully at a RAN charger? My truck had some kid of authentication issue that had to be fixed at a service center before I could use RAN. Since hat was fixed, all of the RAN stations have worked flawlessly for me.
I just finished my longest trip to date in my R1T going to Canada and back from Virginia. The total distance was just shy of 1,000 miles (970). The bottom line is that we ran into no problems with the truck or charging infrastructure.
The Rivian "guestimate" is always a little bit too...

I'm just shy of 30K miles and still on my first set of 21" tires. I drive almost all the time in all-purpose normal ride height.
VA has a yearly safety inspection and I'm expecting that it will be too little tread left this fall when mine is due and I'll have to get a new set.

If they won't do it for you over the phone, then I'd get it done the next time you have to go into the service center. I bet if you just hand it to the guy at the service center when you drop off the car and ask him to activate it, they can do it no problem.

The fact that you have a VIN assigned is a good sign. My experience is about 1.5 years old, but at that time it was about a month from getting your VIN assigned to getting your truck delivered.
A think a lot of us configured and did not take delivery from the shop. I don't think the shop existed when I took delivery.
My guess is that they are holding off on custom orders until after production line is started back up. Do you have a guide assigned yet? They should give you an estimate.
