I hate when people tint vehicles. Can't tell if they see you, can't see through them to tell if traffic is coming.

Some areas allow tint on the front windshield as long the tint does not exceed certain limits and some owners just decide to take their chances with law enforcement.

I'm not sure what is going on on the outside of the windshield but my best guess is that the installer is cutting the film down to size to make it easier to work with.

This. I had it done in my last car for the very first time on the windshield. The tint was barely noticeable to the eye (if it all), but it repelled something like 95% of UV. Made a huge difference in the Atlanta summer.
