No implementation of Tesla FSD can drive itself without ever asking the "supervisor" to take over driving in certain cases. Therefore it's L2.
Tesla does not ask the supervisor to take over except for when the fake "red hands" error pops up. When that pops up, conveniently the car continues to drive and execute minimum risk manuevers. Robotaxi build has the same errors minus the "fake" message that doesn't mean anything.
With FSD v14 the only times you take over are ON YOUR OWN for safety or convenience. As long as you are not reasonably performing a task the car doesn't have (like identifying emergency vehicles) but instead supervising the car to make sure it doesn't fail at any driving task, that is level 4.
