Spotify Streaming Bitrate Settings Problems

So when I go to my Spotify settings all it shows is my account at the top - and then at the bottom of the screen it shows streaming settings and then third party stuff - and the only one I can click on is the third party. I try and select the streaming audio quality settings and nothing happens.

Anyone else encounter this issue or have any ideas on how I can fix?

maybe its locked to low quality to save data, sort of like tesla did with the YouTube app for a while.
