When do you suggest a plant does maintenance etc if not on summer shutdown?

Most places I’ve worked shut down for two weeks.
According to my boss there are 28 working hours in a day.

That leaves at least, like, 15 minutes for maintenance.

Should be plenty.

if they aren't supply constrained, they really shouldn't be shutting down. sorry to say but it should be all hands on deck at this stage of the company.
This is frequently what contributes to startups failing - thinking that they cannot shutdown for maintenance, improvements and upgrades because they need to produce product come hell or high water. Like others have stated, it's common for manufacturing companies to schedule a week or two of vacation for production shifts, while engineering, maintenance and subcontractors work 10-12 hours a day on repairs and improvements. Been there, done that.

Is it shutting down for maintenance or just time off? It sounded like the latter.

That’s fair. It wasn’t clear to me from original post that was why it’s shutting down

Just be glad they are not a factory in Europe/Italy lol they literally shut down for the month of August for Vacations.
I think the pandemic has started to shift the century + old US "live to work" work ethic to align more with the European "work to live" way of life. We have relatives in Europe, and they definitely have a different work/life balance than we have here in the US. They go out 2-3 nites a week, they have a week off for Easter, two weeks off for Christmas/New Year, etc...
