This seems promising for my upcoming R2 purchase. Carve out on the price cap for CA based manufacturers like Rivian, and supposed to launch tomorrow. However when I called Rivian today the sales guy had no awareness of the program. Any other CA buyers looking into this?

It just means that it's such a new development that a call center employee hasn't gotten an memo from above. Wait and see. If it's something the consumer files for, and the transaction date is after affective date, you should be able to file retroactively.

However... If Rivian chooses to not participate...
"It specifies that participating car manufacturers will foot half the bill for each incentive"

That’s what I’m hoping! Will check in again tomorrow.

Only available for first time EV buyers and the retail price must be less than 50K.

1) An incentive shall not be provided under the program for a new vehicle with a manufacturer’s suggested retail price exceeding fifty thousand dollars ($50,0000) [sic], or for a used vehicle with a sales price exceeding twenty-five thousand dollars ($25,000)

Read the article. Provision 2 makes price cap exceptions for manufacturers headquartered in CA, unless challenged in court and looses.

The bill specifically exempts Rivian and Lucid from the retail price limits because they are California companies.

Even though I won't be able to access this benefit because I am not a first time EV buyer, I think that this is a good limitation. It helps broaden the base of people buying EVs.

Also, the money allocated for this benefit is expected to be depleted in just a few months. Act fast if you want to access these rebates.

It's a clever program as it brings in new EV customers. And EV buyers tend to buy more EVs over time.

I haven’t found official gov documentation but I’m am currently basing statements that the point of sale incentive would be based on who the vehicle is registered under.
The manufacturer, Rivian, has to opt in as they’d be paying half of the deduction. So no guarantee they will decide to, unless they feel the need to pull that incentive lever.
