Center cap doesn't fit 21" hole

Hi,

I have a 21" wheel that the center cap won't fit.

When I measured the inner diameter of the center cap hole, that one wheel is 1.5mm shorter than the other three.

Has anyone seen something like this? It almost seems like a defect ...

It does sound like a defect.
I have that set up and they all fit fine.

Weird, 1.5mm is a big difference. I have the 21s and have considered getting caps, but never bothered to pull the trigger.
