Oof! I wonder who will be at fault? The truck without lights on or the SUV crossing the double yellow line? I know whom I feel is more responsible but I'm not sure the law would agree with me.

Looks like dusk, but your camera was able to see the truck clearly. I presume the humans could also see the truck reasonably clearly.

Both drivers' behavior contributed to this crash, but I have trouble excusing the turning vehicle, which appears to have entered the ongoing lane well before it needed to.

The light colored SUV that crossed the fog line into the right shoulder, appearing to constrain the turning vehicle's options, could have been cited in Washington State. This driver's behavior may have been an additional contributor to the crash.

If I were trying to determine/allocate responsibility, this video could be very helpful!

Yeah I did, the truck was at fault since the car turning did not “see” them. It was about 7:30pm. I just had a feeling something was going to happen. I was trying to get far away from them
