Just one data point;
I renewed my registration on 4/15 and just received the RUC notice in the mail yesterday. So,,, they did let me renew without a paid RUC but the notice came pretty quickly (compared to the 1st year when it was 6 mos later) and says you have 30 days from receipt of notice.
If trading after 7/26, monthly seems like a good option. If I was trading in now and not keeping the tag, I'd still wait it out and only pay for the new car. If you plan to trade and keep your tag, pay the RUC now if you like but dont expect a refund.
