You are correct. When you use a 60A breaker with a hardwired charger, you can charge at 48A. The 14-50 plug requires a max 50A breaker for 40A charging. I've never needed faster charging at home but I like the flexibility of being able to bring my L2 charger with me on long road trips and the 14-50 / 40A setup remains the most popular home charging solution by a wide margin.
