Why not create the group now and only move forward if you get enough participants? You'll lose some people at every step of the process so probably better to minimize the filters.

Isn't that just for the non-truck program? I don't see any trucks mentioned. That said, they did finally update the main truck page to say that there are 138/200 remaining. That's the first update I've seen from them on this program.
