No, you don't understand. Bandwidth is not the only cost. Rivian pays fees to access things like POI details and satellite imagery from Google. If they allowed everyone to use these features over Wi-Fi for free, they would still have to pay based on usage. How does that make financial sense...
The only things that don't work over Wi-Fi, without Connect+, are the things that cost Rivian to provide or require a high amount of mobile data: Google Maps extended info and satellite view, and casting/video apps. Everything else works over hotspot.
To be fair, it looks like you are inside a (heated?) garage and that temp displayed on the screen is from a sensor inside the garage, not the networked weather station RA is using.
