That figure is their estimate for the current commercial market per unit LTR, i.e. how they are determining the size of the market. Depending on how they price, your $50k is probably a good estimate for sale price.
I can see China as a market for the R1S, but they'll have to offer a CUV type form factor to do anything in Japan on the consumer side. There isn't much demand for big form factor vehicles in Japan.
Probably similar to the law that the dealers lobbied for in Washington State. It essentially grandfathered in Tesla because they were operating prior to the effective date that prohibited manufacturers from having a direct sales operation.
