I don't know about keycards, but I bought a used wristband key for my R1T and when it stopped working they replaced it under warranty no questions asked. I'd be surprised if it was any different for the keycards.

Note that you need the two letter code before the number to tell which year it was produced to get the full picture. Once you have that, as others have said, you can't tell exactly, but you can roughly estimate based on when similar VINs were produced.
