Was he driving a jacked Civic? I saw something very similar two weeks ago where 422 East hits the 222N exit in Reading...I was in the rightmost lane because I too needed 222 north, except that I was in the proper lane to exit and not the leftmost of the 3.
People do wink, but it's far from universal...If you see a Rivian heading towards you just press your left directional down once and then back up - it will do a single wink.
