That cable looks like #10 at most. It's definitely the wrong amperage outlet for the size of wire.
Yes, you can plug your charger cable into it. To we safe, I wouldn't charge at more than 20 amps.
It's 71 f outside right now and my T is charging at 7.5 kW using the factory cable plugged into a 50 amp outlet. It is currently at 51% on its way to a 70% charge. Software was updated last Friday.
In the past I believe that it charged at 11 kW on the same set up, but I can't be sure.
