Our guide also told us yesterday they are planning to have us in our truck by end of this month which is next week already. We still haven't even gotten the PBA yet... Perhaps our R1T's are on the same transport. I think the St Louis Park service center...
We're in a similar situation. Our guide learned that PBAs don't go out until a VIN has been matched to your preorder, so that may be the reason for the window changes.
It shouldn't be an issue, just let your guide know ahead of delivery that you want a specific plate so they can have the proper form. We put the State Parks plate on our previous new car when at the dealership. Just had to let them know, they got the right form, we paid the fee and then a few...

About a week ago I was in MSP in line behind a couple Rivian employees flying out of MN so I'm sure they were in state for a reason.
I've also recently heard that the St Louis Park service center is more or less ready to go for March/April deliveries.
So, good news for MN and western WI.
Glad they are making it right and admitting fault. We'll stay but they aren't going to be back on the same level as they were before March 1. This was the right decision but shouldn't have been needed to be made in the first place. They got dinged in cancellations, stock price and reputation...
