You are correct about the Atlanta site not being open yet. I checked with my guide for the address and hours of service. When he checked, he said, "Oh, I guess we are using a temporary site for final prep and deliveries. The permanent site is not yet open".

I know what you mean godfodder. When I first had access to these new pages there was no VIN. But late yesterday afternoon it suddenly appeared. I contacted my guide to see why and was told that it was now off the line.

Yes. It's very streamlined and straightforward. It will update after you get the PBA email and a heads up from your guide (my experience).
