The way the legislation is currently written, this is incorrect. If you have a buyer's agreement in place in 2022 and before the bill is signed into law, and you take delivery lace the vehicle in service in 2023, the old rules apply and you get to take the $7500 tax credit.

Lots of us are value conscious, and while we don't NEED the 7500 tax credit to afford a Rivian, we might well choose to spend that money on something else without it. Especially if that something else does come with a tax credit.
Agree on all of what you said, but still seems like we could get all these benefits while providing for a reasonable transition period that will help the manufacturers stay viable while bringing supply chains back to the US.
