A few days ago I checked the shop and there were over 100 available. Today there is one. Is that the same for others? I wonder if they really sold that many in a few days or if they removed them for some reason.
I had a similar issue and the service advisor had me.
1) disconnect cable from the pedestal
2) delete the existing card from the account
3) add the new card to the account
4) restart the app
Plug back in and try in initiate charging (I used the app but other have said I could have just plugged...

We have had our Tesla serviced in Montreal for several years (including occasionally needing a loaner) - it has never been an issue crossing the border either way aside from the border agent asking an extra question or two.
