Does the truck still have the old owners name on the touchscreen? If so you have to contact support and they will ask for some documentation to prove ownership. After about a week if all goes well you should get a touchscreen prompt to setup access.

Can you grab the bolt head with vice grip or knipex pliers? Sometimes you can use a chisel to rotate bolt or grind a slot for regular screw driver with hammer for impact.

I think it says patent pending but maybe worth showing to them and they can fabricate something that interfaces with the factory mount so that they do not have to remove the factory mount? Either way please attach pics of how they mounted the rack maybe it will be better than this solution?
