Stock size is 20x8.5, I would avoid the 20x9 unless you had a specific tire in mind and you were ok with not using the lowest ride height. Doesn't sound like you have a reason for 20x9 (unless you like/want a slightly wider stance).

I think it's slightly better than the OEM Pirellis, a 900 mile trip in April with OEM tires ended up being ~1.97 MPK. It was cooler weather so no AC but increased air density likely meant a little less efficiency. Ultimately, these tires ride so much better than the OEM Pirellis, they get same...
Yes, any of the options 25-26# should be best efficiency (ignoring individual aero effect)..

I have the Yokohama Geolandar CV 4S (275/60R20), I'd say they are about the same as the OEM 20" Pirelli. The new 20" OEM Goodyear will likely be similar. I also like the Nitto Nomad Grappler, I think it will be nearly identical, so there are at least 4-5 3PMSF tires available in the 275/60R20...
