Flag down the first gen one owner you can find and admit that they are superior. Easy! Edit: if you are really lucky and they have Meridian sound then you can listen to some sweet tunes while getting the word done!

My perspective is that you are giving it to a third party, not the government. And hoping (naively?) that the government cared enough to put guardrails in place. And even if all intentions are good they could still suffer a data breach.
