Allstate car insurer sued for tracking drivers without permission

Can anyone tell me what permissions google actually needs for an android phone (samsung in this case) to minimally work? I've been selectively turning things off, and don't use any google apps that I know of but do visit the playstore to download. e.g. duckduckgo browser, different msg app, no streaming music. Whenever I go to turn some things off I get a message saying something like "oh-my-god, something might not work if you do that".

Will getting a Rivian insurance quote or having Rivian insurance allow the insurance company to access all driving data? I had this doubt and I didn't get a quote from Rivian to be safe. I don't want everything sold to Lexis Nexis
