Clean Air Vehicle Decals keep falling off

Have a White RS1. I am on my third set of State of Californian Clean Air Vehicle Decals as they keep coming off! (cuss words implied) I put them down low where they go on the grey/back trim (cleared first) and they fall off. I would hate to put them up higher on white body. They are a slime green color. Have others in California had this problem? If so what was your remedy? TIA.
The plastic trim is a bit rough and therefore not conducive to adhesive. Recommend applying the stickers to the paint.

I used shoe sole glue (like rubber cement) to stick the decals to the black trim/bumper. It’s not an aggressive or very strong glue so it’ll come off fairly easily if and when the program ends. The glue needs to be reapplied in select spots on occasion, but no big deal

I purchased the CAV PPF Clings from Abstract Ocean in September '23. I haven't had any peel off through all the rivers, mud, sand, and hand washes. Once the program ends, I can pull the whole thing off without any hassle.
