The first guy I spoke with - clearly misinformed - told me they didn't need to lift it. Then he decided to ask someone else, who said they did. The first guy then further explained to me that they needed to lift the wheels off the ground so that they could grab and shake them, to ensure they are mounted correctly - and maybe to look for play in the suspension? Suspension and tires and wheels are on the list, nothing about frame.

So I ordered a set of the yellow pucks which came quickly - ordered Friday, arrived Monday afternoon. I immediately took them to the local gas station, popped the four puck holes (three opened easily by pushing on the back side, one needed a screwdriver to pry it open) and stuck the pucks on, ready to go. $35 and under 10 minutes later I had my sticker.

The guy told me that he only needed them on the front because that's all he had to lift - which confirms that they're inspecting the suspension/front end - and I noticed that only the front two had dirt on the bottoms. The senior mechanic - not the guy doing the inspection - told me a) they always have to lift, no matter what - and are recorded on camera so have to do it; b) claimed that their lift has metal pieces that can fit into the holes, so I didn't need to get the pucks; but c) that when I was there on Friday afternoon they were too busy to deal with explaining that and then doing it.

Thanks for the advice, @Oldsmobile_Mike and @NY_Rob. I may have bought the pucks unnecessarily, but I'm glad I have them for future use.
